Ringkasan Belanjawan 2019: Lebih Baik Daripada Yang Disangkakan

2 cukai baru iaitu cukai soda dan cukai digital diperkenalkan. Ya betul, ini merupakan antara intipati Belanjawan 2019.

 

Buat pertama kalinya semalam Pakatan Harapan telah membentangkan belanjawan negara sebagai sebuah kerajaan. Pelbagai ramalan dan spekulasi dibuat berkaitan Belanjawan 2019.

 

Lebih merisaukan apabila Perdana Menteri, Tun Dr Mahathir Mohamad mensarankan supaya rakyat perlu berkorban bagi belanjawan kali ini. Ditambah lagi dengan kenyataan Menteri Kewangan, Lim Guan Eng yang mengatakan bahawa belanjawan kali ini merupakan satu belanjawan yang sukar bagi kerajaan.

Namun, semua sangkaan meleset apabila Belanjawan 2019 dibentangkan semalam ternyata memberi manfaat kepada rakyat terutamanya kumpulan B40.

Cukai dan Sumber Pendapatan Baru

1. Cukai digital akan mula diperkenalkan bermula Januari 2020. Cukai ini dikenakan bagi servis digital yang diimport daripada luar seperti Spotify dan Netflix.

 

2. Memperkenalkan cukai ke atas servis import seperti perkhidmatan arkitek, reka bentuk grafik dan teknologi maklumat bermula Januari 2019.

 

3. Cukai Soda akan diperkenalkan bermula April 2019. Sebanyak 40 sen per liter dikenakan bagi setiap minuman yang mengandungi gula melebihi 5g per 100ml dan jus yang mengandungi gula melebihi 12g per 100ml.

 

4. Levi bagi penerbangan antarabangsa bermula Jun 2019 – RM20 bagi negara ASEAN dan RM40 bagi negara lain.

 

5. Cukai Keuntungan Harta Tanah naik daripada 0% kepada 5% bagi tahun ke-6 dan seterusnya.

 

6. Setem Duti bagi hartanah bernilai RM1 juta ke atas dinaikkan daripada 3% kepada 4%.

 

7. Lesen kasino dinaikan daripada RM120 juta kepada RM150 juta setahun.

 

8. Duti Kasino dinaikkan kepada 35%

 

9. Lesen mesin dealer akan dinaikkan dari RM10,000 kepada RM50,000 setiap tahun.

 

10. Petronas memberikan dividen khas sebanyak RM30 bilion untuk membayar tunggakan GST dan cukai pendapatan.

Menambah Baik Kesejateraan Rakyat

1. Bantuan Sara Hidup:

i) RM1,000 bagi isi rumah dibawah berpendapatan RM2,000.

ii) RM750 bagi isi rumah berpendapatan RM2,001 – RM3,000

iii) RM500 bagi isi rumah berpendapatan RM3,001- RM4,000

iv) RM120 bagi setiap anak yang berumur 18 tahun ke bawah. Terhad kepada 4 orang anak.

 

2. RM150 juta diperuntukkan bagi menyelaraskan harga barang asas di Sabah dan Sarawak.

 

3. Subsidi eletrik bagi bil bernilai RM40 ke bawah sebulan untuk yang berdaftar di bawah program e-kasih.

 

4. Kerajaan memberikan maksimum RM40 sebulan bagi caruman KWSP suri rumah.

Mengurangkan Kos Pengangkutan

1. Subsidi minyak sebanyak RM0.30 per liter bagi kereta di bawah 1,500 cc dan motorsikal di bawah 125 cc:

i) Kereta (<1,500 cc): Maksimum subsidi sebanyak 100 liter sebulan.

i) Motorsikal (<125 cc) : Maksimum subsidi sebanyak 40 liter sebulan.

 

2. Pas bulanan sebanyak RM100 sebulan bagi perkhidmatan rel dan bas RapidKL diperkenalkan tanpa had perjalanan.

 

3. RM20 juta diperuntukkan untuk menambah baik servis GoKL.

 

4. Kenaikan tol dalam bandar dibekukan bagi tahun 2019.

 

5. Menghapuskan tol motosikal di Jambatan Pertama dan Kedua Pulau Pinang serta Lebuhraya Laluan Kedua di Johor.

Pendidikan Bagi Masa Depan Yang Lebih Baik

1. Sebanyak RM2.9 bilion diperuntukkan bagi membantu pelajar daripada kumpulan B40 berbentuk bantuan makanan, buku teks dan tunai.

 

2. RM652 juta bagi menaikkan taraf dan menyelenggara semua sekolah di Malaysia termasuklah pusat tahfiz berdaftar ,Sekolah Jenis Kebangsaan Tamil (SJKT) dan  Sekolah Jenis Kebangsaan Cina (SJKC)

 

3. Pinjaman pelajaran dan biasiswa sebanyak RM3.8 bilion diperuntukkan.

 

4. RM100 juta bagi pembinaan semula sekolah daif di seluruh negara.

 

5.  RM20 juta disediakan bagi meningkatkan kompetensi belia melalui Program Bootcamp berkaitan Pendidikan Teknikal dan Latihan Vokasional (TVET) .

 

6. Memperkasa aktiviti penyelidikan di Institusi Pengajian Tinggi (IPT) dengan peruntukan sebanyak RM400 juta.

 

7. Melahirkan sebanyak 600 akauntan bumiputera bertauliah dengan peruntukan sebanyak RM17.5 juta.

 

8. RM30 juta untuk memperkenal Dana Wibawa TVET bagi menggalakkan institusi latihan bersaing untuk menawarkan program latihan yang lebih kompetitif dan memenuhi keperluan industri dengan jaminan pekerjaan kepada graduan.

Perbadanan Tabung Pendidikan Tinggi Nasional (PTPTN)

1. Jadual pembayaran semula sebanyak 2% – 15% daripada pendapatan bagi mereka yang berpendapatan melebihi RM1,000.

 

2. Pengecualian cukai kepada syarikat yang membayar baki pinjaman pekerja.

 

3. Pelepasan cukai bagi Skim Simpanan Nasional (SSPN) dinaikkan daripada RM6,000 kepada RM8,000.

Kepada Penjawat Awam

1. Bantuan one-off sebanyak RM500 diberikan kepada pesara dengan pencen dibawah RM1,000.

 

2. RM10 juta bagi menyediakan kemudahan kesihatan kepada pekerja kontrak.

 

3. Pinjaman perumahan dipanjangkan daripada 30 ke 35 tahun bagi pinjaman pertama dan 25 ke 30 tahun bagi pinjaman kedua.

 

4. RM10 juta untuk membina 50 taska di bangunan-bangunan kerajaan.

 

5. RM400 juta untuk penyelenggaraan dan membaik pulih kuarters Kerajaan yang dikenal pasti.

Mengurangkan Pengangguran

1. Pengecualian cukai sebanyak RM4,000 sebulan kepada majikan yang menggaji warga emas dan bekas banduan.

 

2. Melancarkan program Apprenticeship dan Graduate Enhancement Programme For Employability (GENERATE) yang membuka peluang pekerjaan kepada 4,000 graduan.

 

3. Levi pekerja (telah bekerja lebih 10 tahun) bagi sektor perladangan dikurangkan daripada RM10,000 kepada RM3,500.

Kemudahan Kesihatan

1. Manfaat kepada kumpulan B40:

i) Menyediakan perlindungan bagi 4 sakit kritikal sehingga RM8,000.

ii) Elaun gantian pendapatan sebanyak RM50 sehari (maksimum 14 hari atau RM700 setahun).

iii) Memperkenal Skim Perlindungan Kesihatan (PEKA) iaitu program saringan kesihatan kepada mereka yang berumur 50 keatas.

 

2. Meneruskan program saringan percuma pengesanan kanser payudara (mamogram), program vaksinasi HPV dan ujian saringan Pap Smear di hospital dan klinik Kerajaan.

 

3. RM50 juta diperuntukkan bagi rawatan penyakit jarang jumpa (rare disease), rawatan virus Hepatitis C,  masalah pertumbuhan bantut di kalangan kanak-kanak dan rawatan haemodialisis serta Enhanced Primary Healthcare (EnPHC).

Menyediakan Perumahan Mampu Milik

1. RM1.5 bilion diperuntukkan untuk membina rumah mampu milik.

 

2. Kepada pembeli rumah pertama:

i) Penjimatan kos belian rumah sebanyak 7% – 10% melalui jaminan pajak gadai oleh Cagamas Berhad.

ii) Pengecualian duti setem bagi rumah bernilai bawah RM500,000 untuk pembeli rumah pertama (pengecualian sehinggan RM300,000 pertama sahaja)

iii) Buat pertama kalinya platform penjanaan dana masyarakat (property crowdfunding) diperkenalkan bagi membantu membiayai belian rumah.

iv) Pinjaman pada kadar faedah 3.5% diberikan kepada mereka yang berpendapatan bawah RM2,300 dan belian rumah bawah RM150,000.

 

3. REHDA bersetuju untuk mengurangkan harga rumah sebanyak 10% bagi projek baharu yang tidak tertakluk kepada kawalan harga.

Pembangunan Luar Bandar

1. RM926 juta bagi membina dan menambah baik jalan dan jambatan.

 

2. RM694 juta dan RM738 juta bagi menyediakan bekalan air dan eletrik di kawasan pedalaman.

 

3. RM85 juta bagi tujuan menaiktaraf dan memulihara infrastruktur asas kampung baharu.

 

4. RM100 juta bagi menambah baik infrstruktur kepada Orang Asli.

 

5. RM295 juta bagi menambah baik jalan dan saluran bekalan air di FELDA.

 

6. RM5.009 bilion dan RM4.346 bilion bagi pembangunan di Sabah dan Sarawak.

 

7. RM20 juta bagi tujuan menjalankan aktiviti komuniti, keselamatan, pembersihan dan program kejiranan.

 

8. Perkhidmatan jalur lebar berkelajuan tinggi disasarkan mencapai 30 Mbps di kawasan luar bandar serta kawasan terpencil dalam tempoh 5 tahun.

Untuk Belia Dan Sukan

1. RM100 juta diperuntukkan bagi penyediaan atlet ke Olimpik Tokyo 2020.

 

2. RM10 juta bagi menggalakkan E-Sports.

 

3. RM70 juta bagi Program Patriot kepada mereka yang berumur 15 – 30 tahun.

Menggalakkan Keusahawanan

1.  Geran padanan Kerajaan hanya akan diberikan kepada syarikat yang dapat menarik pelaburan daripada sektor swasta.

 

2.  Dana Pelaburan Berkaitan Kerajaan akan menyediakan RM2 bilion geran padanan untuk melabur dalam dana ekuiti swasta (private equity) dan dana modal teroka (venture capital fund).

 

3. Kerajaan bercadang menumbuhkan Co-Investment Fund (CIF) atau Dana Pelaburan Bersama berjumlah RM50 juta untuk melabur bersama dengan pihak swasta melalui platform pembiayaan alternatif.

 

4. RM210 juta diperuntukkan bagi membantu 500 Perusahaan Kecil Dan Sederhana (PKS) yang menceburi Industri 4.0.

 

5. Menyediakan dana Transformasi Pendigitalan Industri (Industry Digitalisation Transformation Fund) dengan saiz dana RM3 bilion dengan insentif subsidi kadar faedah 2%.

 

6. Mewujudkan Sistem rujukan Knowledge Resource for Science & Technology Excellence (KRSTE.my). Melalui sistem ini, akses kepada 250 kemudahan, 1,200 peralatan saintifik dan data penyelidikan diberikan kepada sektor swasta.

 

7.  Skim Jaminan Pembiayaan Perniagaan (SJPP) di mana Kerajaan akan memberikan jaminan pembiayaan sehingga 70% kepada syarikat automasi.

 

8. Dana pembiayaan PKS oleh institusi kewangan komersial sebanyak RM4.5 bilion dengan 60% jaminan SJPP termasuk RM1 bilion untuk PKS Bumiputera.

 

9. Kadar cukai pendapatan korporat akan dikurangkan daripada 18% kepada 17% bagi syarikat yang berpendapatan bercukai sehingga RM500,000 dan PKS dengan modal berbayar kurang daripada RM2.5 juta.

 

10. RM100 juta bagi menambahbaik keupayaan industri PKS dalam industri halal.

 

11. Menyediakan Skim Pembiayaan PKS patuh Shariah berjumlah RM1 bilion.

 

12. Peruntukan RM200 juta bagi industri pemborongan dan peruncitan di bawah PUNB.

 

13. RM100 juta diperuntukkan di bawah program TEKUN.

Menambah Nilai Kepada Sektor Komoditi

1. Peruntukan sebanyak RM30 juta bagi membantu semua pekebun kecil kelapa sawit mendapatkan pengiktirafan persijilan Malaysian Sustainable Palm Oil (MSPO).

 

2. RM100 juta bagi memperluas penggunaan getah tempatan sebagai bahan campuran dalam pembinaan jalan raya untuk membantu meningkatkan kepelbagaian penggunaan getah tempatan.

 

3. RM50 juta bagi membantu mengurangkan kesan kejatuhan harga getah kepada pekebun kecil di bawah Insentif Pengeluaran Getah (IPG).

 

4. RM117 juta untuk pekebun kecil melalui penyelidikan, automasi dan program keusahawanan.

Ke Arah Teknologi Hijau

1. Peruntukan RM60 juta kepada negeri yang mengambil usaha melindungi kawasan perlindungan sedia ada dan menambah kawasan perlindungan yang baharu.

 

2. Memastikan dua Taman Negara iaitu Taman Hutan Selangor FRIM dan Taman Diraja Royal Belum Perak disenaraikan sebagai Tapak Warisan Dunia UNESCO.

 

3. Menawarkan insentif Taraf Perintis sebanyak 70% atau Elaun Cukai Pelaburan sebanyak 60% untuk tempoh 5 tahun bagi syarikat yang menghasilkan plastik mesra alam berasaskan bio-resin dan biopolimer.

 

4. Dana sebanyak RM2 bilion akan disediakan di bawah Skim Pembiayaan Teknologi Hijau dengan Kerajaan menampung subsidi kadar faedah 2% bagi tempoh lima tahun pertama.

 

5. RM5 juta geran mikro untuk melaksanakan program pengurusan dan pemeliharaan alam sekitar yang diterajui komuniti setempat.

 

Begitulah secara ringkasnya Belanjawan 2019 yang dibentangkan oleh Kerajaan semalam. Jelas kita dapat lihat bahawa belanjawan kali ini mampu mengimbangi antara pembangunan negara dan kesejahteraan rakyat.
